The 25-year-old, who rides for the Bora-hansgrohe cycling team, on Monday finished ahead of Spain's second-placed Pello Bilbao and Belgium's third-placed Quinten Hermans in the annual race's 237.9 km third leg between the eastern Polish cities of Kraśnik and Przemyśl.
The fastest Pole, Jakub Kaczmarek, finished 33rd, 25 seconds behind the winner.
The fourth leg of the 79th Tour de Pologne will on Tuesday see cyclists cover a 179.4 km route starting in the southern city of Lesko and ending in Sanok close to Poland's border with Ukraine.
The remaining stages of the 2022 Tour de Pologne end in Rzeszów, Bukowina Tatrzańska and the historic city of Kraków.
More than 150 riders from 22 teams based in various countries are taking part in the seven-stage 1,200 km race, which runs until Friday.
