Ukraine's police chief Ihor Klymenko said on national television that at least five people were wounded when a missile hit a residential building in central Kyiv, and police later said one person was killed, the Reuters news agency reported.
Andriy Yermak, chief of staff to Ukrainian President Volodymyr Zelensky, said the missiles "damaged an apartment building and a kindergarten."
He added that "Russia should be designated a state sponsor of terrorism" as soon as possible.
Ukrainian lawmaker Oleksiy Goncharenko said the Russians on Sunday fired a total of 14 rockets at Kyiv and neighbouring areas, in the first major assault on Ukraine's capital since early June, according to the Nexta news service.
Kyiv Mayor Vitali Klitschko said residents were being rescued and evacuated from two buildings.

Emergency services said that, as a result of the Russian shelling, a fire broke out in a nine-story apartment building, Reuters reported.
A seven-year-old girl was among those rescued from the rubble, according to officials.
Ukrainian Foreign Minister Dmytro Kuleba called on world leaders gathered for a three-day Group of Seven (G7) summit in Germany to "respond with more sanctions on Russia and more heavy arms" for his country.
"Russia’s sick imperialism must be defeated," Kuleba said in a tweet.
US President Joe Biden condemned Sunday's attacks as "barbarism," Polish state news agency PAP reported.
