The main topics of the Madrid summit, which starts in the Spanish capital on Tuesday and runs until Thursday, include "Russia’s aggression against Ukraine, ongoing support to Kyiv, the implications of Europe’s radically changed security situation for the North Atlantic Alliance, as well as the long-term adaptation of NATO to current threats and challenges," the Polish foreign ministry said in a statement.

It added that "the agenda also includes meetings among the allies as well as with NATO partner countries."

Ukrainian President Volodymyr Zelensky will join the first part of the summit via video link, according to the Polish foreign ministry.

"There will also be a meeting with the heads of state and government of Finland, Sweden, Georgia, Australia, South Korea, Japan, New Zealand as well as with the presidents of the European Council and the European Commission," it said.

For the first time, a so-called transatlantic meeting will take place, bringing together leaders from all NATO and EU member states, it also announced.

"In addition, meetings at the level of ministers of foreign affairs and defence will take place with other partners from the Western Balkans, North Africa, and the Middle East," the Polish foreign ministry said.

Among the key decisions to be made at the summit is the adoption of a new NATO strategic concept and the endorsement of further steps to facilitate the alliance’s military adaptation, according to the Polish foreign ministry.

It said the new strategic concept "will be a public document setting out NATO’s main lines of action and development over a number of years." The previous NATO strategic concept was adopted in 2010.

The Madrid summit is taking place against the backdrop of NATO membership applications submitted by Finland and Sweden, the Polish foreign ministry noted.
