Zelensky told the UN Security Council on Tuesday that Russia should be expelled from the United Nations and called for the establishment of a special tribunal to investigate the actions of the Russian military in Ukraine, news agencies reported.
"Russia has no right to participate in discussions and votes on the war against Ukraine, which is unprovoked and simply colonial on the part of Russia," Zelensky said.
"I urge you to deprive the delegation of the terrorist state of its powers," he added.
The UN Security Council met after Ukraine said a Russian missile strike deliberately targeted a shopping mall on Monday, killing at least 18 people, the Reuters news agency reported.
Zelensky has previously issued a plea for Russia to be designated as "a state sponsor of terrorism."
