"Last night was one of the most tragic of the entire war in the Kharkiv region," regional governor Oleh Synehubov wrote on the Telegram messaging app, as cited by the Reuters news agency.

He said two people were killed when an apartment building in Kharkiv, Ukraine's second-largest city, was struck by Russian forces.

Synehubov added that the 18 wounded included two children, Reuters reported.

The attack followed a Russian strike on Kharkiv a day earlier in which Synehubov said seven civilians were killed and 17 wounded, according to Reuters.

Ukrainian President Volodymyr Zelensky described Wednesday's attack on Kharkiv as a "devious and cynical strike on civilians with no justification," as quoted by Reuters.

He said: "We cannot forgive. We will avenge it."
