"EU Ambassadors just agreed in principle on a 13th package of sanctions in the framework of Russia's aggression against Ukraine," the bloc's Belgian presidency said in a post on the X social media platform.
It added that the new punitive measures would be "one of the broadest approved by the EU."
The new package will see nearly 200 entities and individuals added to the list but no fresh sectoral measures, the Reuters news agency reported.
The package is expected to be formally approved in time for the second anniversary of Russia's invasion of Ukraine.
Russia invaded Ukraine on February 24, 2022, starting the largest armed conflict in Europe since World War II.
Wednesday is day 728 of Russia’s war on Ukraine.
