Kraska told state broadcaster TVP: "Some bans may appear, but at this stage I do not want to prejudge which way we will go."
He added: "We are working to ensure the flow of people visiting their loved ones at Christmas is as small as possible.”
Kraska said he hoped that Poles would decide to meet only people they live with, even though this would cause “heartache”, adding: “This is the most rational thing to do during a pandemic."
On Saturday, Prime Minister Mateusz Morawiecki said that the government was working on rules that could introduce restrictions on travel during the epidemic.
Morawiecki announced that restaurants, cinemas, theatres, and gyms would remain closed until December 27.
He said Poles should get ready for a period of "100 days of Solidarity, and after that time it is highly probable we will have a vaccine.”
