The recommendation follows a motion supported by 185 lawmakers, accusing Świrski of withholding about PLN 300 million (USD 81.3 million) in license fee funds from public broadcasters TVP and Polish Radio.
Świrski is also accused of stalling the renewal of broadcasting licenses for private outlets TVN, TVN24, Radio Tok FM and Radio Zet, as well as failing to carry out required audience measurement research.
The Committee on Constitutional Accountability approved the motion in an 11–7 vote, Polish state news agency PAP reported.
It said lawmakers from the opposition conservative Law and Justice (PiS) party pushed to dismiss the case, but their proposal was rejected by the committee.
The motion will now go to the Poland’s lower house of parliament, where an absolute majority is required for passage, with at least 230 members present.
If approved, Świrski would be automatically suspended from office.
The State Tribunal is a special judicial body empowered to try top state officials accused of violating the constitution or laws while in office.
Appointed in 2022 by the previous parliamentary majority, Świrski has denied any wrongdoing.
In a statement, he said he would "fight for freedom of speech and for justice for those responsible for attacking public media, the law and the constitution."
Poland’s state audit body NIK last month said it had notified prosecutors over suspected criminal misconduct by the National Broadcasting Council, after millions in license fee revenue were placed in a court deposit rather than distributed to public broadcasters.
