Prime Minister Donald Tusk announced the appointment on Wednesday as part of a broader Cabinet reshuffle.
“We will build a team for controlling and enforcing what ministers have committed to,” Tusk said. “Together with Minister Berek, the head of the Prime Minister's Office, Jan Grabiec, and the best people we’ve worked with so far, we will keep track and hold ministers accountable on an ongoing basis.”
Tusk added that the first review would take place within a month, with subsequent reviews held quarterly.
If a review produces negative recommendations, the prime minister said, that would trigger changes in a specific ministry.
Berek, an expert in constitutional law, has previously served as head of the Government Legislation Center and Cabinet secretary between 2007 and 2015.
In December 2023, he was appointed a minister without portfolio responsible for legislative oversight. At the time, Tusk described him as one of the country’s top specialists in ensuring the "purity and transparency of the legislative process."
Berek’s experience includes senior positions in several public institutions, such as the Office of the Commissioner for Human Rights and the Supreme Audit Office.
In March, Berek was put in charge of a newly created government team for deregulation, tasked with coordinating efforts to simplify legal frameworks and remove unnecessary bureaucratic burdens on business.
