Polish defence minister proposes metro lines as civil defence shelters

Poland’s defence minister and leader of the Polish People’s Party (PSL), Władysław Kosiniak-Kamysz, has announced plans to build underground metro lines in ten major cities, with the dual purpose of easing transport and providing civil defence shelters.

Speaking at the PSL party congress in Warsaw, Kosiniak-Kamysz, who also serves as Deputy Prime Minister, said the project would form part of a broader "Infrastructure Shield" initiative.

The proposed metro lines would be integrated with existing rail networks, running up to 10–11 kilometres underground in each city.

The system would be designed to "provide long-term shelter for 114,000 people, offering four square metres per person, and temporary shelter for up to 500,000," Kosiniak-Kamysz explained.

Estimates suggest the cost of the network in six cities could reach PLN 32 billion Polish zloty (nearly EUR 7.6 billion), with each kilometre costing roughly half a billion zloty.

Kosiniak-Kamysz said the plan draws on lessons from Ukraine.

"We are modelling this on experiences from Kyiv, where 70,000 people take shelter during air raids," he said,

Poland has been engaged in an ongoing debate over how and where to build civil defence shelters in light of the ongoing Russian invasion of Ukraine.

During the congress, Kosiniak-Kamysz also called on all political forces to support legislation lifting term limits for local mayors, and outlined plans to promote Polish food products and pursue a "constitutional reset" of the judicial system.
