Poland pitches Warsaw as possible home for new EU customs authority

Poland has submitted a bid to host the EU’s newly created Customs Authority (EUCA), with Finance Minister Andrzej Domański declaring that "there is no better place" for the agency than Warsaw.

Speaking ahead of a presentation in Brussels on Monday, Domański framed Poland’s offer as both practical and strategic.

"The reasons are obvious: we are building security on the EU’s eastern flank," he told reporters, noting that the Polish capital already hosts Frontex, the bloc’s border and coast guard agency.

"We want a customs agency here as well – the two would work together seamlessly," Domański said.

Poland is one of nine EU member states vying to secure the seat of the new agency, joining Belgium, Spain, France, Croatia, Italy, the Netherlands, Portugal and Romania in the competition.

Warsaw’s pitch emphasises readiness: "We have all the necessary infrastructure," Domański said.

"Now we will be working to convince our European partners."

Monday’s event in Brussels – hosted by Domański and attended by senior Polish officials – marked the first major public push to promote Poland's capital as the EUCA’s home.

Once established, the new agency would support national customs services in streamlining procedures for businesses, ensuring efficient collection of duties and taxes, and strengthening the EU’s defence against dangerous or illegal goods entering the single market.

The agency’s creation is tied to ongoing reforms to the EU Customs Code, a process Poland helped accelerate during its recent presidency of the Council of the EU.
