The survey found that 16 percent of respondents said Nawrocki had done the most for the country over the past year, Polish state news agency PAP reported.
Prime Minister Donald Tusk and Foreign Minister Radosław Sikorski tied for second place, each with 8 percent, it said.
Nearly half of those surveyed—49 percent—did not name any politician. Of that group, 22 percent said no politician deserved the title, while 27 percent said they had no opinion or declined to answer.
Meanwhile, US President Donald Trump was voted international politician of the year, earning admiration from 11 percent of respondents.

Ukrainian President Volodymyr Zelensky ranked second with 5 percent, followed by French President Emmanuel Macron with 3 percent, the PAP news agency reported.
Forty-one percent of respondents said they were unable to choose an international politician of the year, while 27 percent said no foreign leader they were aware of merited the designation.
One percent declined to respond.
The survey was carried out from November 27 to December 8 on a representative sample of 948 adult respondents.
