Poland plans 18,000 new and renovated flats in 2026

Poland's Finance and Economy Minister Andrzej Domański has announced the government will contract the construction and renovation of 18,000 flats this year, bringing the three-year total since the current government took office to 35,000.

Speaking at a press conference on Monday, Domański said the housing budget for 2026 stands at PLN 6.7 billion (EUR 1.57 billion), rising to PLN 8.7 billion (EUR 2.04 billion) when EU recovery funds are included.

The minister said the government's strategy for 2026 targets not only social housing but also the roughly four million Polish families who fall into what he called the "rent gap" – households that do not qualify for social housing but cannot afford to buy on the open market.

Domański ruled out any work on introducing a vacancy tax or a cadastral property tax, noting that local authorities already hold powers over relevant local levies.

Deputy Development Minister Tomasz Lewandowski added that the government aims to pass more than a dozen housing reform laws by the end of 2026, with the goal of keeping 2027 free from further legislative debate on the issue.
