Speaking to private broadcaster RMF FM, Wziątek said the total would comprise 4,000 to 5,000 troops in a permanent base and 10,000 to 11,000 on rotation.
He described the figure as "the most realistic," adding it represented a boost to Poland's defence capabilities and allied cooperation.
Infrastructure will be built in stages, with the pace depending on the international situation and the scale of threats, Wziątek explained.
The full force level could be reached "faster than 2039," he said, but not within this decade.
Preparing the base will cost "definitely more than" PLN 15 billion (USD 4 billion), he added.
Building it will require a special law and cooperation with local authorities on land-use planning.
On Thursday, President Donald Trump said significant progress was "being made toward establishing a U.S. Army base in Poland," and that its exact location could be announced soon.
Separately, the United States is conducting a six-month review of its military posture in Europe, due to conclude at the end of the year.
Possible cuts and relocations could affect US units in Germany, Italy and Spain, and some troops could be moved to NATO's eastern flank as part of the process, according to media reports.
