Tusk says European moves should strengthen Ukraine’s hand before any talks with US, Russia

Polish Prime Minister Donald Tusk said on Wednesday European efforts should modestly strengthen Ukraine’s position before any talks with the United States and Russia, but he was wary of optimism over Russia’s intentions.

US envoy Steve Witkoff flew to Russia on Wednesday to meet President Vladimir Putin, a day after talks in Oslo with Ukrainian President Volodymyr Zelensky.

Zelensky said he discussed with Witkoff and Jared Kushner, son-in-law of the US president, security guarantees for Ukraine after the war and its future relations with NATO.

Finnish President Alexander Stubb, who took part in the talks, said elements of a future peace deal had been worked out, which Witkoff would put to Putin.

Tusk, speaking before leaving for India, said he had been briefed by Stubb and Norwegian Prime Minister Jonas Gahr Stoere, who also attended.

“With very moderate optimism they assured me that Ukraine may perhaps be in a slightly better position if some talks were to take place - there is talk of talks in a US-Ukraine-Russia triangle; these European efforts of ours should slightly improve Ukraine’s situation ahead of those possible talks”, Tusk said.

He called the situation unstable and said he would be “even more cautious than European partners” about such optimism.

Zelensky has proposed a three-way summit of the Ukrainian, US and Russian leaders to resolve the most contentious issues in any future agreement.
