Deputy Prime Minister and Defence Minister Władysław Kosiniak-Kamysz told reporters on Monday that he would travel to Washington in mid-November for further talks at the Pentagon on the next steps.
"As we have been informed, the final decision should be made in December," he said.
A preliminary declaration on establishing a permanent US base in Poland was made several months ago.
Before the talks, Warsaw will submit proposals to the Pentagon on potential locations for the site.
Four cities west of the River Vistula are under consideration: Wrocław, Poznań, Bydgoszcz and Szczecin.
The project is expected to cost about PLN 15 billion (USD 3.8 billion) and provide accommodation and facilities for 5,000 troops and their families.
The government estimates that the base could be completed by 2029.
