Government ministers meeting in Luxembourg on Monday, including Poland's Climate Minister Paulina Hennig-Kloska, signed a memorandum that tightens cooperation on critical infrastructure.
The accord establishes a task force to share data, run joint drills and coordinate security measures.
The aim is "more effective coordination, information exchange and joint implementation of safeguards for key onshore and offshore energy assets against physical, cyber and other threats," Lithuania’s energy ministry said.
The Baltic News Service reported that Estonia initiated the agreement.
Protecting seabed cables has become urgent after a spate of incidents that damaged data and power links beneath the Baltic Sea over the past year.
Baltic power grids were fully synchronized with continental Europe in February, ending the three Baltic states’ reliance on a system managed from Moscow – a shift that has increased the strategic importance of their infrastructure.
