Speaking in the Sejm lower house of parliament, Tusk highlighted what he described as a growing escalation by Russia aimed at destabilising Poland amid the ongoing war in Ukraine.
"Recent events leave no room for doubt: Russia is executing a new stage of hybrid warfare targeting our state," he said.
Tusk cited a series of incidents over recent days, including railway sabotage acts, a surge in disinformation campaigns and an attack on a Polish ambassador, as evidence of deliberate efforts to weaken the country.
"Russia wants to undermine us at any cost, because Poland today is too strong to be attacked directly," he said.
The prime minister also issued a direct appeal to Polish politicians and the public to resist Russian propaganda.
He outlined five key principles for politicians: support the military and security services, do not repeat Russian lies, avoid legislative sabotage, maintain European unity and back Ukraine unequivocally in its fight against Russian aggression.
"In wartime, there is no ‘but’. Either you are for Poland, or against it," he said.
Over the weekend of 15–17 November, two sabotage incidents occurred on the Warsaw–Dorohusk railway line.

Nearby, close to the Gołąb station in Lublin Voivodeship, a passenger train carrying 475 people had to make an emergency stop after the line was damaged.
Polish prosecutors have charged two Ukrainian nationals, aged 39 and 41, with carrying out acts of sabotage on behalf of Russian intelligence against the Polish state.
In response, on Wednesday, Poland’s foreign minister, Radosław Sikorski, announced the closure of the country’s last Russian consulate in Gdańsk.
Meanwhile, the military has launched Operation Horizon, deploying up to 10,000 personnel, including reconnaissance drones, to monitor key railway and road infrastructure and deter further attacks.
Tusk’s speech was met with applause from ruling coalition MPs, while some opposition members, including former defence minister Antoni Macierewicz, attempted to challenge his statements from the floor.
