He said on Thursday that the exercises were intended to prepare Europe for more active efforts on regional security and Ukraine’s security after the war.
He first announced the exercises in July, following a meeting in Paris of the Coalition of the Willing, a group of nations backing Ukraine, Polish state news agency PAP reported.
The exercises will be multinational, with French and British forces taking part, among others.
Responding to a question about whether he was concerned about Poland’s absence from some formats negotiating the future European security system, Tusk said Poland is part of “dozens of formats” within the EU.
He added he did not feel Poland had too little influence over European security.
"Many things no longer require debate, meetings or summits, but rather concrete decisions and concrete funding," Tusk said.
Defence Minister Władysław Kosiniak-Kamysz previously said that Poland was becoming a host for some of Europe’s most important military exercises.
He described the participation of French, British and other allied troops as a demonstration of strength and effective deterrence against Russia, and as confirmation that the security of NATO’s eastern flank, including Poland, is a shared responsibility of its allies.
Tusk warned on Thursday that Russia could carry out what he called "accidental" drone or missile strikes on NATO countries supporting Ukraine, including Poland, in the weeks ahead.
