Polish president calls National Security Council meeting for November 3

Polish President Karol Nawrocki has called a meeting of the country’s National Security Council for November 3 to discuss issues including plans for a permanent US military base in Poland, his national security adviser said on Tuesday.

The meeting will begin at 3 p.m. and will be held behind closed doors, the head of the president's National Security Bureau, Bartosz Grodecki, said in a post on X.

"During the closed-door meeting, national security issues and the establishment of a permanent US military base in Poland will be discussed," Grodecki wrote.

The National Security Council serves as an advisory body to the president and includes senior officials such as the prime minister, the Speakers of both houses of parliament, the defence, interior and foreign ministers, and other prominent politicians from both the government and opposition.

Nawrocki said on September 16 that Poland was "on the eve of implementing" a decision on a permanent US military presence in the country.

A day later, US President Donald Trump said on social media that "major progress" had been made toward establishing a US Army base in Poland and credited Nawrocki with helping advance the effort. Trump said the location could be announced soon.

The formal decision, however, rests with the US administration. Washington is conducting a six-month review of its military presence in Europe that is expected to conclude by the end of the year.

Polish Deputy Defence Minister Magdalena Sobkowiak-Czarnecka has said a decision on the base could come in November or December.

In a mid-October interview with the Polish newspaper Rzeczpospolita, Nawrocki said he would convene the National Security Council if information from Polish security services, NATO and allies indicated that Poland needed to change its existing measures or take additional steps to ensure its security.

Nawrocki also said this month that he hoped a decision on the US base would be made before the end of the year. He said the government and the presidency were "dealing with the matter," although no representative of the presidential office had been included in the team preparing talks with the United States, state news agency PAP reported.
