Russia and Belarus may target Poland’s key infrastructure, US institute warns
The American Institute for the Study of War (ISW) has warned that Russia, with Belarus, may be preparing false flag attacks on Poland’s critical infrastructure in an attempt to blame Ukraine.

ISW in an analysis published on X said that Russia’s September 30 SVR statement appears aimed at creating the conditions to blame Ukraine for any attacks on Poland or other NATO states that Russia itself might carry out.
A similar accusation was made on September 26, targeting Poland and Romania, despite officials in both countries attributing recent drone incursions to Russia.
The think tank warned that Moscow seems to be shaping an information narrative to shift responsibility onto Ukraine. The situation will continue to be closely monitored.
