“The evidence of Russia’s war crimes in Ukraine is plain to see. Unpunished crimes only encourage new atrocities,” Kallas said, adding that the EU is providing an initial €10 million to help establish the tribunal and ensure accountability.
The court will focus on holding Russia’s top leadership responsible for launching and waging an illegal war against a sovereign state.
Kallas emphasized that justice must be served to prevent future aggression and restore international law.
During her stay in Kyiv, she also met with Ukrainian President Volodymyr Zelensky.
