Kosovo court convicts OSCE employee of spying for Serbia

A Kosovo court on Monday found an employee of the Organization for Security and Cooperation in Europe guilty of espionage on behalf of Serbia, sentencing her to six years in prison.

The Pristina court found that Jelena Djukanović, who worked at the OSCE Mission's Regional Office in Mitrovica in northern Kosovo, had supplied Serbia's BIA intelligence agency with internal OSCE documents and information on Kosovo's security, political and social situation — particularly regarding four Serb-majority municipalities in the north, Balkan Insight reported.

Djukanović, who pleaded not guilty, was arrested on Feb. 28 last year. Her lawyer said he would appeal the verdict. Time already served in detention will count toward her sentence.

Kosovo prosecutors indicted her on Sept. 2, 2025, alleging that from an unspecified date until her arrest she had, in her capacity as a local OSCE officer in Mitrovica, "knowingly committed multiple acts constituting active assistance to the intelligence services of the Republic of Serbia".

She communicated with the BIA through its agent Aleksandar Vlajić, who was sentenced in Kosovo to five years in prison in June 2025. The indictment stated that Vlajić had gathered information on Kosovo Serbs allegedly cooperating with Kosovo's security institutions.

Serbia lost control of Kosovo following NATO airstrikes in 1999 and does not recognize its former province's 2008 declaration of independence. Serbs are Kosovo's largest minority, with a significant community in the north along the Serbian border.
