On Thursday, nearly 100 government delegations and 2,000 companies gathered in Rome to discuss plans for rebuilding Ukraine.

The two-day gathering was opened by Italian Prime Minister Giorgia Meloni, who said Russia’s plan to conquer Ukraine had failed and urged businesses to invest confidently in the country’s reconstruction.

Polish Prime Minister Donald Tusk also addressed the conference, stressing that the war in Ukraine is entering a decisive phase and describing it as “a war between civilisation and barbarism.” In his words, “a secure and free Ukraine means a more secure Europe.”

“Ukraine’s victory is essential to Europe’s security,” Tusk said. “Victory means full sovereignty, territorial integrity, and, above all, a just and lasting peace.”

Speaking in Rome, which he called “the cradle of our civilisation,” Tusk urged democratic nations to act decisively: “We must end this war together. Now is the time to rebuild Ukraine and bring peace.”

The politician also expressed hope that Poland will play a special role in Ukraine’s reconstruction.

"Transport, trade, and investment – these are the three pillars we are building on. Rebuilding Ukraine also means connecting it with Europe. We are laying the groundwork for Ukraine’s future membership in the European Union," the Prime Minister said.

The head of Polish government told the Rome conference that rebuilding Ukraine will help pave the way for its EU membership, strengthen Europe’s security, and advance innovation in defense, adding that Poland has already provided €25 billion in humanitarian, military, and refugee aid since Russia’s 2022 invasion.

Donald Tusk said talks in Rome on Ukraine’s reconstruction were “very promising,” adding that it is highly probable Poland will organize the next edition of the conference in 2026.

He also met on Thursday with the President of the European Bank for Reconstruction and Development and stressed that Poland aims to demonstrate it can serve as a centre of international assistance and investment for rebuilding Ukraine.

The Polish prime minister also called for decisions that would make it easier for Polish companies to partner with Ukrainian firms on joint projects.
