The comments came as the Trump administration unveiled a 28-point peace plan for Ukraine on Thursday, a renewed attempt to halt the conflict as it enters its fourth winter.
Although details remain unofficial, the plan is widely believed to include significant territorial concessions by Ukraine, strict limits on its future military capability, and a permanent ban on joining NATO.
The Kremlin said Friday it had not yet been formally presented with the proposals.
In a series of posts on the X platform late Friday, President Nawrocki stressed that any framework for peace must reflect political reality: “Any peace plan aimed at ending the war Russia has waged on Ukraine must be accepted in Kyiv.”
He underscored that Ukraine — not global powers — must have the decisive voice in talks determining its future.
“It is Ukraine that fell victim to Putin’s criminal aggression, and it is Ukrainians who, with the support of the United States and EU countries, must have a decisive voice in peace negotiations,” he wrote.
Nawrocki warned that Moscow’s track record must factor into any diplomatic effort. Russia, he noted, “is a country that does not abide by agreements,” a point he argued should shape how the international community approaches any potential settlement.
The Polish president also emphasized that decisions affecting Europe’s security architecture cannot be made behind closed doors or over the heads of those most affected.
“All arrangements concerning Europe’s peace and security may be made only with the participation of all interested parties,” he said.
“The price of peace can in no way be the aggressor’s achievement of its strategic aims, and the aggressor has been the Russian Federation”, Nawrocki stressed.
The remarks echo earlier statements by Prime Minister Donald Tusk who weighed in on the U.S. “peace plan” for Ukraine. “Decisions concerning Poland will be made by Poles — nothing about us without us. And when it comes to peace, all negotiations must involve Ukraine,” Tusk wrote on the X platform.
