Speaking after the talks, Mr Coale said discussions with the Belarusian leader covered a range of international issues, including Russia's war in Ukraine and the political situation in Venezuela.
He added that Washington’s broader aim was to bring relations with Belarus closer and move towards a degree of normalisation after years of deep tensions.
It remains unclear what steps Minsk may take in return for the easing of restrictions.
However, Mr Coale confirmed that his mandate includes negotiating the release of additional political prisoners held in Belarus – a longstanding demand of Western governments and human rights organisations.
Belarus has been under sweeping US and EU sanctions since the 2020 presidential election, widely condemned as neither free nor fair, and the violent crackdown on opposition figures that followed.
The potash industry – a major source of revenue for Belarus – has been among the sectors most affected.
