The ministry said many Russians have bought cars overseas, only to discover upon returning home that their vehicles are listed as wanted by Interpol and cannot be registered domestically. Officials claim they have repeatedly asked for the reasons behind the listings but have received no responses.
The proposed change would initially apply only to vehicles originating from so-called “unfriendly states”—a list of 50 countries including members of the European Union, the United States, Ukraine, the United Kingdom, Canada, Australia, Japan, and New Zealand.
Some independent commentators warned the policy could legitimize the use of stolen cars or vehicles linked to criminal activity. Critics also pointed out that since the start of its war in Ukraine, Russia has routinely disregarded international legal norms, including property rights involving both individuals and foreign businesses.
