Andrew Michta made the remark on the X social media platform on Sunday, Poland's dziennik.pl website reported.
Michta, a senior fellow at the US think tank the Atlantic Council, said that NATO "needs to focus on improving military mobility," especially "North-South along the Eastern frontier."
He added that projects like the planned new air hub near Warsaw, known as the Solidarity Transport Hub (CPK), "should be a top priority."
Michta also mentioned the Via Carpathia highway network from Lithuania through Poland to Greece and the Via Baltica road project.
The US expert was commenting on a recent statement by Lt. Gen. Alexander Sollfrank, the chief of NATO's logistics command, dziennik.pl reported.
Sollfrank told the Reuters news agency in an interview published last Thursday that NATO was "running out of time" in its efforts to enable faster troop movements across Europe.
The NATO logistics chief said that red tape was hindering military mobility, and could cause major delays in the event of a war with Russia.
Sollfrank said he would like to see a "military Schengen," an area of free military passage akin to the political Schengen zone that allows free movement within most of the European Union, Reuters reported.
Russia invaded Ukraine on February 24, 2022, launching the largest military campaign in Europe since World War II.
Monday is day 642 of Russia’s war on Ukraine.
