The agreement, signed in Warsaw on Tuesday by Poland’s Regional Policy Minister Katarzyna Pełczyńska-Nałęcz and Ukrainian Deputy Prime Minister Oleksiy Kuleba, aims to deepen cooperation on decentralisation and support Polish companies involved in Ukraine’s regional rebuilding efforts.
It also includes provisions for Poland to assist Kyiv in EU accession talks related to regional policy and structural funding.

The Polish government will share its expertise in managing EU funds and building effective local governance structures, while Ukraine will provide know-how on developing civil protection systems - a field in which it has gained significant experience since the Russian invasion.
The deal reflects mutual benefits: Ukraine will align its institutional and market frameworks with EU standards, easing business operations for Polish firms and facilitating intergovernmental cooperation, according to officials.
Ukrainian authorities pledged to support Polish businesses through economic missions, while Polish officials reaffirmed their commitment to helping Ukraine prepare for EU accession and long-term recovery.
Poland on Tuesday also hosted an OECD ministerial meeting bringing representatives from 44 countries.
