The so-called “shelter law” has been in force since January, but provisions on creating “places of ad hoc shelter” will take effect in January, the paper said.
Under the rules, designs submitted with building-permit applications must include designated shelter areas, typically in underground levels and garages.
Developers expect higher construction costs as a result, according to Rzeczpospolita.
The newspaper said the year’s end is likely to bring a surge of permit applications under the old standards, before the new requirements fully apply.
