Modular shelters draw crowds at Poland’s first civil protection fair

A modular, composite shelter that can be buried on a private plot or under a school playground was among the most popular exhibits at Poland’s first civil protection and civil defence fair in Poznań, western Poland.

The event brought together crisis management specialists, emergency responders, and local government officials, who discussed how to allocate government funds for civil defence.


Attendees could see a model of a so-called tube shelter, a modular structure that can be expanded and customised.

Each module can accommodate a family of four and, when fully equipped, can operate independently of external conditions, providing up to three days of survival in case of an attack.

The fair comes after the Polish government adopted a civil protection and civil defence programme in May 2025.

By the end of the year, local authorities across the country are expected to receive up to 5 billion PLN (approx. 1.184 billion EUR) in funding under the initiative.
