The association, which represents local governments across the country, called for a special allocation to support the development of municipal and social housing in small and medium-sized cities, the samorzad.pap.pl website reported.
An allocation of EUR 8 billion from the EU's 2028-2034 budget would significantly increase the level of housing support nationwide, the association said in an appeal to Tusk.
The proposed programme would help finance the construction of new homes, modernisation of existing housing stock and the renovation of vacant properties so they can be returned to use, the association said.
Local governments called for special support for small and medium-sized cities losing their social and economic functions, as well as areas affected by depopulation.
Municipalities have a statutory responsibility for meeting local housing needs, but many lack sufficient revenues and borrowing capacity to finance housing projects on their own, the association said.
"Effective implementation of these tasks requires stable, predictable and adequate financing instruments," it added.
It cited official data showing that municipal and social rental housing providers completed a combined 5,929 homes last year, compared with 134,149 homes built by developers.
Municipal and social housing accounted for just 2.8 percent of new housing supply last year, or roughly one such home for every 23 homes built by developers, the data showed.
Builders in Poland completed 3.2 percent more homes in the first six months of this year than in the same period in 2025, the country's statistics office has reported.
