According to the Polish news outlet Onet, EU anti-corruption authorities are examining financial flows between the company Stopro, RARS and a Chinese intermediary involved in the supply of power generators.
As Onet.pl reported in a Monday investigation, the firm that handled Morawiecki’s election campaigns on two occasions went on to earn millions from contracts awarded by RARS.
OLAF, the EU’s anti-fraud office, is scrutinising the movement of funds between Stopro, the state agency and a Chinese middleman who allegedly assisted with the purchase and delivery of generators for RARS, which were intended for Ukraine.
Contracts awarded despite objections and official warnings
Onet reports that the company’s owner, Dominik B., is linked to a group associated with the former prime minister during PiS’s time in power.
Despite a lack of relevant experience, his firm was among those selected to supply equipment to RARS.
“The first contract was signed on 9 December 2022 and was worth more than 13 million zlotys (about €3.1m).
The second, concluded exactly two months later, was initially valued at nearly 62.5 million zlotys (around €14.8m), but was later amended to almost 79 million zlotys (about €18.8m),” Onet reported.

The outlet added that the contracts were awarded outside any formal procurement procedure, despite the absence of experience on the part of the supplier and contrary to the opinion of the security services, which warned that they could not guarantee the reliable fulfilment of the tasks entrusted.
Money-laundering concerns
At the same time, Dominik B. signed an agreement with a businessman of Chinese origin who was to be paid for consultancy services related to sourcing generators on the Chinese market.
EU anti-corruption authorities are examining the case for possible money laundering.
