Donald Tusk condemned a series of incidents in the city involving supporters of England’s Chelsea and Spain’s Real Betis, ahead of the highly anticipated match.
“Zero tolerance for violence on our streets,” Tusk posted on the social media platform X, praising the police for their swift intervention and warning that officers “will be even more ruthless if needed” on match day.
Clashes erupted on Tuesday evening in Wrocław’s historic Market Square and nearby Solny Square, where rival fans were seen throwing chairs taken from outdoor cafés. Police quickly intervened, detaining a 31-year-old Spanish national described as the most aggressive participant.
Later that night, three more Spanish nationals were arrested after being caught carrying stolen UEFA event flags removed from a lamppost. All four men remain in custody and are expected to face expedited court hearings on Thursday - after the final.
Security has been heightened throughout the city, and police are continuing efforts to identify others involved in the disturbances.
