The vote last Friday marked lawmakers' second attempt to enact the legislation after a previous version was vetoed by President Karol Nawrocki over kennel size standards.
Under the new regulations, owners can use pens that meet specific animal welfare criteria and must adapt to the rules within a one-year transition period.
The bill now heads to the Senate, the upper house, for further consideration.
