Wojciech Andrusiewicz said he recently witnessed situations in stores which “cry to heaven for vengeance.”
"If we enter a store without a face mask, that is egoism which exposes other people to the possibility of infection," Andrusiewicz told reporters.
Shopping malls in Poland were allowed to reopen in early May as the country moved to the next phase of easing a coronavirus lockdown.
At the end of last month, the government lifted restrictions on how many people can gather in places such as retail outlets, restaurants and churches, though face coverings are still required.
A total of 32,227 people have tested positive for the coronavirus in Poland, with 1,359 deaths from the COVID-19 respiratory disease so far, officials said on Monday.
