The legislation, approved on Friday, allows authorities to revoke a driver’s license for exceeding the speed limit by more than 50 km/h outside built-up areas. It also limits the ability to reduce demerit points for the most serious offenses.
Lawmakers added a helmet requirement for people under 16 using bicycles or electric scooters.
Justice Minister Waldemar Żurek, writing on social media, called the overhaul “only the beginning.” He said he wants drivers under a court ban to be blocked from renting or leasing cars, and that officials are working on using city surveillance and electronic monitoring to better enforce bans.
“If someone gets behind the wheel despite a ban, they become a ticking bomb,” Żurek said, adding that penalties must be unavoidable for those who defy driving prohibitions.
