Expert: “Russia is not my enemy” campaign linked to Putin’s G20 invitation

Cybersecurity and hybrid-threat expert Agnieszka Rogozińska links the campaign’s timing to Vladimir Putin’s invitation to the G20 summit and says its simple, friendly-looking format is designed to reach a broad audience and reduce the chance of rapid detection and blocking by automated systems.

The Ukrainian Centre for Countering Disinformation (CCD), a state institution operating under Ukraine's National Security and Defence Council, reported on an information campaign on X using the hashtag “Russia is not my enemy.”

According to the CCD, a network of accounts has been posting almost identical messages in English, German, Spanish, Italian and French. 

The campaign has also involved the Russian Embassy in the Netherlands, which posted on X praising the “flash mob” and saying that Russians are not Europeans' enemies. 

The CCD said the campaign's message is based on the claim that Russia is falsely portrayed as an enemy, while responsibility for the confrontation is shifted to Western governments, the EU and NATO. 

According to Rogozińska, the campaign attempts to recast Russia as a potential international partner rather than an aggressor, presenting it as a country that could contribute to negotiations and easing tensions. 

US Secretary of State Marco Rubio said on Wednesday that the United States had invited Putin to the G20 summit and hoped he would attend. The summit is due to take place in Miami on 14 and 15 December.
