The machine allows residents to collect documents issued by the city hall’s Transport Department, including vehicle registration certificates and driving licences.

To collect a document, recipients receive a PIN by text message. They enter their phone number and the PIN on the machine’s keypad, after which the locker should open.

Koszalin Mayor Tomasz Sobieraj presented the machine on Tuesday, saying it allowed residents to collect documents whenever it suited them.

City Secretary Maria Czesyk said the service would be extended to other departments. The Geodesy, Cartography and Cadastre Department is expected to join next.

The machine has 120 lockers and cost PLN 110,000 (EUR 25,171). It was purchased as part of the project “Modern Koszalin: Digital Transformation of Administration and the City,” planned for 2026-2028.

The project is financed through a preferential PLN 10 million (EUR 2.29 million) loan from Bank Gospodarstwa Krajowego (BGK). The machine was the first purchase financed from the loan.

Sobieraj said further spending would cover AI tools to assist municipal employees, servers and other equipment needed to digitise the city.

The city will begin repaying the loan in 2029, with the loan to be repaid by the end of 2043.
