Health minister announces 'fundamental reform' of Polish hospitals

Meeting with reporters at the Children's Memorial Health Institute in Warsaw, Adam Niedzielski said: “Today we are initiating a fundamental reform of the Polish hospital system.”

He added: “We will submit for public consultation a new bill which will hopefully become a constitution for Polish hospitals."

He told reporters that the draft legislation sought to “determine for many years how Polish hospitals function, how they are restructured, and how the system is modernised.”

'Determined to professionalise'

Niedzielski said the bill contained a set of regulations designed to make sure the Polish hospital system "will be in a better financial condition, among other objectives.”

“We are determined to professionalise hospital management," he added, describing this as a key objective of the bill. 

“We will be seeking to professionalise the management staff as well,” Niedzielski told the news conference, adding “there will be a special state examination for those applying to run such a big and complex organisation as a hospital.”

“You can’t rely on intuition in this job; you have to be a well-prepared manager,” he said.

The bill seeks to "redefine the operation of hospital networks," introduce more generous funding rules, and set up a designated supervisory body called the Hospital Development Agency (ARS), according to Niedzielski.

He told reporters that the draft legislation would be subject to a lengthy process of public consultation.

“I hope we are going to strike a consensus and this bill will reach and pass through parliament, redefining how the Polish hospital system operates for many years,” Niedzielski said.
