"Russia and Belarus on purpose bring migrants from Asia and Africa, and try to push them into the EU," said Polish Foreign Minister Radosław Sikorski.
He told US broadcaster CNN in an interview that Poland has acted decisively.
"We have spent over half a billion euros, building a big and beautiful fence with sensors, and it's 98-percent effective," Sikorski said, noting that Latvia and Lithuania have not introduced similar measures.
Poland's Prime Minister Donald Tusk on Tuesday called on EU members to work more closely to disrupt what he described as large-scale people-smuggling operations orchestrated by Russia and Belarus.
