Kaczyński, who is also a deputy prime minister, made the remark in an interview with public broadcaster Polish Radio on Tuesday.
Earlier that day, the Polish government unveiled a new bill "on the protection of the population and national disasters."
Combating the influence of Russian agents
Kaczyński told Polish Radio that the draft legislation “slightly widens the possibility of action aimed at preventing various enemy forces from operating so easily on our territory.”
He added that spies were highly active throughout Europe.
“It’s a phenomenon that we must start to combat in a serious way,” he said.
Russia’s financial power
Kaczyński argued that the Russians had "multiple options when it comes to financing such activity," the zyciestolicy.com.pl website reported.
“They can spend the money without the scrutiny that takes place in democratic countries,” he said.
“They can spend it from the state budget, from state resources, from other state funds, but they can also use the vast resources of the wealthy, very wealthy, and ultra-wealthy Russians, the oligarchs,” he added.
