Russia is deliberately targeting civilians in Ukraine, Polish Prime Minister Mateusz Morawiecki said, following a missile strike on a residential building in Dnipro that killed at least 30 people.

"Russia is deliberately committing further war crimes against civilians. It is inhumane. We must act immediately to stop it," Prime Minister Mateusz Morawiecki wrote on Facebook.

Morawiecki’s comment came after Russia launched a massive missile attack on Ukrainian cities, including Kyiv, Kharkiv, Vinnytsia, Dnipro and Lviv.

In Dnipro, the fourth largest city in Ukraine, a Russian rocket hit an eight-storey apartment block, killing at least 30 people and wounding 73, including 13 children.

Over 40 people remain unaccounted for, with "minimal" chances of finding more survivors in the wreckage, the city's mayor told Reuters in an interview.
