According to Beata Płomecka, Brussels correspondent for Polskie Radio, the proposed measures are not expected to be highly ambitious but are intended to further hinder Moscow’s ability to sustain its war in Ukraine.

The package is expected to expand the EU’s blacklist, adding more individuals, companies, and institutions facing asset freezes and travel bans.

Additional vessels from the so-called "shadow fleet" - used to transport Russian oil above price caps in violation of international sanctions - are also likely to be sanctioned.

Furthermore, the proposal includes broader export bans on advanced technology products. Once the draft is sent to EU capitals, negotiations led by the current Polish presidency can begin on the package’s final adoption.

The previous sanctions round, adopted in February on the third anniversary of Russia’s full-scale invasion, included a ban on Russian aluminium imports, restrictions on chemical exports, and the disconnection of several Russian banks from the SWIFT payment system.
