The attack caused multiple fires and damaged residential infrastructure, including a kindergarten, according to city officials.
"These strikes were once again directed at our civilian and energy infrastructure," Prime Minister Yulia Svyrydenko said on X.
"This was another deliberate act of terror against the people of Ukraine," she added. "Families were forced to spend the night in shelters; children woke to shattered glass and burning homes."
She accused Russia of "attempting to create a humanitarian catastrophe in Ukraine to coincide with winter."
"To stop this terror, Ukraine urgently needs stronger air defense systems and greater international resolve," she also said.
Ukraine's Foreign Minister Andrii Sybiha said the Russian air attack also targeted critical infrastructure, the energy grid, railroads and homes in Dnipro, Kharkiv, Sumy and other regions.
President Volodymyr Zelensky said Russia used dozens of attack drones and nine ballistic missiles in the attack.
"Since the beginning of this year alone, Russia has launched approximately 770 ballistic missiles and more than 50 Kinzhal missiles against Ukraine," Zelensky said on X.
He appealed to Ukraine's Western allies to provide more air defence systems and help protect lives.
Russia launched a full-scale invasion of Ukraine on February 24, 2022, starting the largest armed conflict in Europe since World War II.
Saturday is day 1,340 of Russia's war on Ukraine.
