The announcement came as emergency crews worked around the clock to restore electricity and heating supplies amid frigid winter conditions, with nighttime temperatures falling close to minus 20 degrees Celsius, the Reuters news agency reported.
"The consequences of Russian strikes and deteriorating weather conditions are severe," Zelensky wrote on the X social media platform.
"Overall, a state of emergency will be declared for Ukraine’s energy sector," he said.
In his nightly video address, Zelensky said the emergency status would make it easier for authorities to respond to the crisis.
He called for simplified procedures to connect backup energy equipment to the grid, with "zero bureaucracy."
Zelensky also said that Ukraine was working to significantly increase electricity imports to stabilise the power grid.
