U.S., Europe and Ukraine agree on plan to enforce future ceasefire with Russia

Ukraine has reached an agreement with the U.S. and European partners on a three-phase response mechanism to enforce any future ceasefire with Russia, the Financial Times reported Tuesday.

The plan, developed during meetings in Paris in December and January, outlines a graduated reaction to ceasefire violations. According to sources cited by the FT, Ukraine would first issue a diplomatic warning within 24 hours of a Russian breach. If violations persist, Ukrainian forces could take direct action to stop them.

Should those efforts fail, a coalition of willing countries, comprising some EU states and others outside the bloc, could intervene militarily. This third phase, potentially triggered within 72 hours, would include coordinated military support from Western allies, including the United States.

The report comes ahead of a planned trilateral meeting between U.S., Russian, and Ukrainian representatives in Abu Dhabi, scheduled for Wednesday and Thursday.

A similar meeting in January—the first of its kind since Russia’s invasion—produced no breakthrough, largely due to Moscow's continued demand for a full Ukrainian withdrawal from the Donbas region.
