Ukraine calls for emergency U.N. Security Council session after Kyiv strike

Ukraine's foreign minister ordered diplomatic missions to seek emergency sessions at the United Nations and OSCE on Sunday after Russia launched a mass missile attack on Kyiv that killed four people and wounded 78.

Foreign Minister Andriy Sybiha said he had instructed all Ukrainian missions at international organizations to make full use of multilateral instruments in response to what he called a "barbaric" Russian missile strike.

"The U.N., OSCE, Council of Europe and UNESCO must deliver an adequate and firm response to an aggressor who is trying to compensate for the lack of military progress on the battlefield with terror against civilians", Sybiha wrote on X.

He said Russian President Vladimir Putin was attempting to intimidate Ukraine by targeting civilians and destroying residential buildings, museums, schools and critical infrastructure, and was also seeking to intimidate the world by "launching missiles toward peaceful cities".

"We call on our partners to take decisive multilateral action aimed at stopping Russia and compelling it to agree to a comprehensive, just and lasting peace", Sybiha said.

President Volodymyr Zelensky announced that Russia had deployed the Oreshnik hypersonic ballistic missile during the overnight attack on the Kyiv region — its third known use of a weapon that Moscow says is capable of carrying nuclear warheads.
