Speaking at a news conference in Tallinn on Tuesday after meeting Nordic and Baltic leaders, Zelensky declined to elaborate on what the letter had accomplished.

"Sending the letter to Putin, I had a specific goal, and I believe I achieved the result I needed," he said, adding that Ukraine requires significant anti-ballistic capabilities but could not disclose further details.

In the letter, Zelensky proposed a direct meeting with Putin to discuss ending the war.

U.S. President Donald Trump described the initiative as broadly positive.

Putin rejected the proposal at an economic forum in St. Petersburg on Friday, saying: "I see no point in our meeting." He criticized Zelensky's public approach as "absolutely inappropriate."

Zelensky also pointed to the roughly 2,500 Russian troops stationed in Moldova's breakaway region of Transnistria as evidence of Moscow's broader destabilizing intentions.

"This means they want no stabilization in the region," he said. "When we talk about this, we must remember it is not only about a ceasefire for Ukraine."

He added that quickly halting Russian aggression would deny Putin the opportunity to occupy additional countries and called on European partners—including Britain, France, Germany and the European Union—to propose their preferred formats for potential peace negotiations.
