Ukrainian media, including news outlet NV, reported the target was a munitions warehouse.
Regional governor Tymur Tkachenko said at least four children were among the injured, and that those killed included Taras Didycz, head of the Dmytrivka municipality in Kyiv region.
Around 400 people have been evacuated from the Bucha district, he added.
Emergency crews are working to put out fires and clear debris after the strike, which hit warehouse buildings in the village of Myla, near Bucha, on Friday night.
A care home and private houses were also damaged.
Ukraine's Prosecutor General's Office has opened an investigation into the circumstances of the explosion, including possible negligence by regional officials.
President Volodymyr Zelensky said on social media that ammunition must not be stored near residential buildings under existing rules, and that those responsible would face consequences.
Russia struck 10 of Ukraine's 24 regions overnight, including Odesa, Sumy and Kherson.
In Kherson, drones hit several sites, including a medical facility, killing one person and injuring three.
The city, near the front line, has faced regular Russian attacks since it was retaken by Ukraine in late 2022, including strikes by kamikaze and first-person view (FPV) drones.
